The Southland Rugby Referees Association (now operating as Rugby Southland Referees Inc.) has supplied match officials for rugby union fixtures across the deep south of New Zealand for well over 125 years.

• Founding: The association was formally established in 1895 with 30 founding members, holding its initial fortnightly meetings at Invercargill’s Albion Hotel.
• The Need for Uniformity: Prior to 1895, referee selection was highly informal, often resulting in heated dressing-room arguments over who would take charge of games. As rugby’s laws grew more complex, local administrators recognized the need for a unified body to standardize interpretations and enforce fair play.
• Pioneering Officers: Alex McRobie served as the inaugural president, with J.R. Martin as vice-president and James Manson as secretary. Notable early referees included Robert Galbraith, a pioneer of Southland rugby whose name lives on through the province’s iconic premier club trophy, the Galbraith Shield.
2. Evolution of Appointments & Sub-Associations
• The “Hat Method”: In its earliest years, match appointments were made by drawing fixtures out of one hat and referee names out of another.
• Grading System (1909): In 1909, the association modernized by introducing referee grading and establishing a formal Appointments Board—a model similar to the process used today.
• Sub-Associations to Amalgamation (1998): Due to the expansive geographic size of the province, refereeing historically operated across several distinct sub-associations: Metropolitan, Northern, Central, Southern, Eastern, and Western. In 1998, these regional sub-bodies formally amalgamated into a single unified entity: Rugby Southland Referees Inc..
3. High-Profile International Alumni
Despite hailing from one of New Zealand’s smaller population bases, the association has produced world-class match officials who reached the absolute pinnacle of Test match refereeing:
• Paddy O’Brien: One of the most famous figures in international refereeing. O’Brien officiated top Test matches and Rugby World Cups before becoming World Rugby’s (IRB) Referee Manager, shaping international officiating standards for over a decade.
• Dave Bishop: Acclaimed Test match referee who controlled international fixtures throughout the late 1980s and 1990s.
• Keith Brown: Highly regarded international and Super Rugby referee during the 2000s and 2010s.
4. Modern Role
Operating under the umbrella of Rugby Southland, the association appoints volunteer referees, assistant referees, and side-line officials for hundreds of fixtures each season—ranging from Premier club clashes vying for the Galbraith Shield down to junior school competitions across the province.
